Herman was an incredible resource of knowledge and continuity at the OEQC. Appointed directors came and went, but Herman could always be counted on to be there…with a quiet, reassuring manner…to answer any question, no matter how complicated. Hawaii has lost an amazing source of knowledge. May his family be comforted with knowing that Herman made a contribution to decision making throughout the State. So many depended on him to guide us.
